Francis Fong Po-kiu, honorary president of the Hong Kong Information Technology Federation, said it would be difficult to determine whether the money earmarked for developing a health code was more than necessary.
“If the system is not only for local use, perhaps the requirements on security and other specifications would be higher … the system could thus be more expensive,” Fong said.
